Michael Patnaude, Northeast Region President |

Michael was sworn in as a U.S. Probation Officer in September 1996 and has been assigned to the supervision unit throughout his Federal Probation career. He is currently supervising a rural caseload. Michael is also responsible for heading the computer internet monitoring program in the district and is also an assistant defensive tactics instructor.
Prior to employment with U.S. Probation, Michael was the Executive Director of the Horizon Center halfway house in Albany, NY which housed federal inmates. Prior to this he was employed as a bail bondsman and a county probation officer.
Michael was elected as the Northeast Regional President in January 2005 and currently chairs FPPOA’s Safety Committee.

Julie Rosa, Mid-Atlantic Region President |

Julie began her career in the field of criminal justice as a sentencing specialist with the Sentencing Services Program for the 3rd and 8th Judicial Districts of North Carolina. As a sentencing specialist, Julie prepared presentence reports for felony offenders in the state system. She was appointed as a U.S. Probation Officer for the Eastern District of North Carolina in July 2002 and was assigned to the Raleigh Office. In a combined district, Julie has worked in pretrial and presentence investigations. She assisted in planning the D.C. and 4th Circuit Sex Offender Symposiums in 2005 and 2007. Julie became involved with the Federal Probation & Pretrial Officers Association Mid-Atlantic Region in 2007 and currently serves as the region’s president.

Barbara Oswald, Southeast Region President |

Barbara Oswald was appointed as a federal probation officer in February 1997. She has served as a presentence writer, and currently as a supervision officer in Tucker, Georgia, but still helps out in the presentence unit when needed. She is a member of the district safety team, and has recently completed the OSI training at FLETC. She is also a Physical Fitness Coordinator, having been certified at FLETC in 2005. Prior to her federal appointment, Barbara was a police officer for two years and a parole officer with the State of Georgia for eight years. She was elected to the Southeast Regional President in December 2006.

Martin Swinehart, Great Lakes Region President |

In October 1989, Marty Swinehart was hired as a United States Probation Officer for the Northern District of Indiana in Gary, Indiana after serving almost ten years as a juvenile probation officer in Porter County, Indiana. In 1991, the Gary and Hammond offices were consolidated in Hammond. He was promoted to Sentencing Guidelines Specialist in 1995, then moved to the South Bend Divisional Office when he was promoted to Supervising United States Probation Officer in July 2000. He chairs the Research Committee of FPPOA.

Mitsi Westendorff, Central Region President |

Mitsi was appointed to the position of U.S. Probation Officer in January 1995 and has been assigned to both supervision and court service units. She has been a Senior Officer since 2001, serving first as a Sentencing Guideline Specialist and currently as a Program Development Coordinator. She is assigned to a court unit, writing presentence reports, and coordinates training programs for the district. Prior to appointment with U.S. Probation, Mitsi was employed as a state probation officer. She was elected for the position of Central Regional President in March 2006 and currently chairs FPPOA’s Economic Committee.

Curt Hare, Western Region President |

Curt Hare was appointed as a U.S. Probation Officer in the District of Utah in 1997. He served as a presentence writer, a supervision officer and as an assistant firearms instructor. In 2002, Curt transferred to the Eastern District of Washington and soon after was promoted to EM Specialist. Curt originally became the Western States Regional President in January 2007. He currently chairs the Awards Committee.
