The Sentencing Reform Act, passed in 1984 established a determinate sentencing system with no parole and limited “good time’ credits, established the U.S. Sentencing Commission to set a sentencing range for each federal criminal offense, and added significant new responsibilities for probation officers, who make sentencing recommendations to the court.
