Barbara Oswald, President

I was appointed as a Federal Probation Officer in February 1997. I have worked as both a Court Investigator and as an Intensive Supervision Officer. I am currently working as a Court Investigator. Prior to my appointment with U.S. Probation, I was a police officer for two years, and a parole officer with the State of Georgia for eight years. I am a defensive tactics instructor, ASP Baton Instructor, general instructor and also a Physical Fitness Coordinator. I have been a member of the FPPOA since I began my career as a federal probation officer.

I have been the SE Regional President since January 2007. As the SE Regional President, I have increased the Southeast membership to the highest in the country. I have also been the Expo Coordinator for the National Symposium on Cybercrime, a joint venture with the California Central Pretrial Services Agency. I am also the Expo Coordinator for the upcoming joint venture with California Central Probation & Pretrial Services IT Conference which will be held January 2009, as well as the Expo Coordinator for the 2009 FPPOA National Training Institute. I have participated in the FPPOA’s Scenario Project which produced 26 scenarios for the MILO-Interactive Use of Force Simulators, which has been provided to all the districts that have purchased the system.

I was appointed a United States Probation Officer in July, 1996. I have worked as both a Supervision Officer and a Pre-Sentence Investigator. I am presently in the pre-sentence unit. Prior to this employment, I was employed as a probation officer with the State of Nevada for nearly 6 years. I am a Firearm’s Instructor, Search Team Coordinator, Chairman of our district’s Data Quality Team, past Chairman of our Sex Offender Committee, Safety Instructor, Intern Liaison, Evidence Custodian, and Automation Committee Team Member. I hold a Bachelor of Art’s Degree in Criminal Justice and a Master of Art’s Degree in Organizational Management. I have been a member of FPPOA since I was hired in 1996. I also facilitate courses through the University of Phoenix, in the Health and Human Services Department, as a faculty member.

 

Craig Penet, Secretary

In January of 1995, I was appointed as a U.S. Probation Officer in the Northern District of New York; promoted to Senior U.S. Probation Officer/Team Leader & Sentencing Guideline Specialist in April of 1999; and promoted to Supervising U.S. Probation Officer in August of 2003. As a supervisor, I have had oversight of a combined presentence and pretrial investigation unit in the Albany office. During my career in Northern New York I have served as assistant firearms instructor and a member of the Critical Incident Stress Management team. Since 2001, I have been the POAG representative for Northern New York and am currently a member of the district search team. I obtained a Master’s Degree in Criminal Justice from the University at Albany in 1990. Prior to federal service I was employed at an inpatient substance abuse treatment facility, as well as an adjunct professor in criminal justice at an upstate New York community college. I have been a member of FPPOA since first begin sworn-in as an officer in 1995 and for the past two years have been the Secretary/Treasurer of the FPPOA Northeast Region. I am also a career long member of FLEOA. For the past few years I have returned to teach criminal justice at a local community college in the Albany area. In September of 2008, I was awarded the Manager of the Year in the Northern District of New York

 

Eunice Habig, Treasurer

I was appointed as a Federal Probation Officer (Presentence) in October 2007. My previous work experience consists of working as a legal counsel for Zions Bancorporation, responsible for privacy, compliance and audit reviews, and implementing a program to track all international transactions. I was also the healthcare privacy officer, assessing IT risks and training employees. Prior to that, I was an in-house attorney for a compliance software company.

I am a California licensed attorney, having studied at the University of California, Hastings School of Law, and Oxford University, England. I majored in French and English at the University of California, Los Angeles, and spent a year at the University of Lyon, France.
